This product is only considered flame resistant if worn over a long sleeve undershirt. I quote from the NFPA standard:
"Underlayers. Meltable fibers such as acetate, nylon, polyester, polypropylene, and spandex shall not be permitted in fabric underlayers (underwear) next to the skin."

88/12 FR fabrics are some of the most widely used FR fabrics in the market and meet NFPA 70E specifications as well as many others. The Westex web site addresses this issue (www.westexinc.com). Westex is the manufacturer of the FR fabric used in Carhartt FR garments. Basically, the 12% nylon is too small a percentage to affect the flame resistance of the garment. The quote used in the review is specifically addressing underlayers or underwear. In this case, the drafters of the standard acknowledge that workers will not use FR underwear and wanted to at least push 100% cotton. I hope this information helps.
